Recently, I was trying to create an Azure free account when I suddenly got this error.
Cause
The error I got was because I already had an Azure account with the same email ID and phone number, and Again, I was trying to create an Azure account with the same details. Creating a new Azure Free account is only for new users.
Solution
To fix this issue,
I just verified that I have an Azure account with the same email ID and Phone number. So I used a different email ID, a new phone number, and a different credit card to create a brand new Azure free account, and this time, it allowed me to create a new Azure account.
