While creating a free Azure subscription, When I tried to sign up using my Gmail ID for a free Azure subscription. After entering my details and credit card information, once I accepted the terms and conditions and clicked on the submit button, I got this error.
Another case is while trying to activate your Pay as You Go subscription. Also, you might get the same error.

Solution
Below are the steps I followed and fixed the issue successfully.
First, you cross-check whether the following information provided by you is correct
- Please check that all the field values or information that you provided for your Azure account profile, such as your contact email address, street address, telephone number, etc., are correct.
- Make sure you have entered the correct information for your credit card.
- Make sure any of your existing Microsoft accounts do not use the same information.
Still, the issue persists for you. Try the below workaround
- Now, try clearing all the browser history and clear the cache of your browser.
- Try the same steps with the help of another browser.
- Use the incognito window for your browser and try the same process again.
- Try to use a different credit card that you have not used before to sign up for the subscription.
If you are not able to fix the above issue by following the above steps, now is time to contact the Microsoft support Help desk for assistance.
Sometimes you might get the error you’re not eligible for an Azure account we couldn’t create an azure account for you. while creating an Azure account. To fix that follow the below information
- You might have multiple Azure Accounts with multiple Directories and it might be creating conflict. In that case, you can create the Azure subscription in your original Directory, and later on, you can move to the other Directories.
